Situé le long de la rivière Shimanto dans la préfecture de Kochi, au Japon, "Osozaki no Himawari" dépeint la vie de sept personnes qui suivent des rêves vagues, mais mènent une vie ordinaire. Jotaro Kodaira est sur le point d'avoir 30 ans. Il a perdu son emploi intérimaire et sa petite amie le largue. Jotaro repère alors une annonce qui recrute des personnes pour travailler dans la préfecture de Koichi dans le cadre d'une coopération régionale de relance. Kahori Nikaido est une clinicienne envoyée travailler dans sa ville natale de la préfecture de Koichi. Sur le chemin, Kahori rencontre Jotaro Kodaira.
